The President holds a dialogue with the youth

On June 28, President Shavkat Mirziyoyev chaired a meeting to summarize the results and discuss new tasks and proposals in youth policy.

At the beginning of the meeting, attention was drawn to the efficiency and scale of the work being carried out. Over the past seven years, more than 100 laws and regulations affecting youth have been adopted, and more than 200 benefits have been provided to them.

151 thousand young people took advantage of the opportunity of educational loans alone. Payment for the contracts of 110 thousand students from low-income families was provided.

Through the El-Yurt Umidi Foundation, 50 young people graduated from the most prestigious universities in the United States and the United Kingdom. Currently, the number of our compatriots studying there has exceeded 200. In total, 110 thousand of our young people are receiving education abroad.

Thanks to introducing the Presidential Schools Assessment System in 500 schools, knowledge acquisition increased from 53 to 60 percent in one year. This system will be introduced in another thousand schools from the new school year.

More than 14 thousand students graduated from schools with gold and silver medals this year. The number of medals won at the Big Five international Olympiads has doubled over the past four years.

Thanks to loans issued under Family Entrepreneurship programs, 1 million young people were employed. 1,200 projects were implemented in 205 youth industrial zones. Currently, 1,500 young entrepreneurs have businesses with a turnover exceeding a million dollars.

The Head of state noted that young people have a lot of knowledge and new ideas, and the conditions for them will further expand.

In particular, the professions of the “fourth industrial revolution” are essential for the country’s accelerated development. To this end, a new system will be introduced to increase young people’s interest in physics, chemistry, biology, technology, engineering, and mathematics professions. The International Baccalaureate and A-Level programs will be introduced in 73 university academic lyceums as an experiment. Students who receive certificates in these programs will be admitted to universities without exams on a contract basis.

Students who score more than 75 percent on the SAT will be admitted to universities in the country on a grant basis.

Conditions will be created for young people with disabilities to take exams on a computer for a national certificate in a foreign language.

Even though our young people consistently achieve high results in the theoretical part of international Olympiads, they receive lower scores in laboratory exercises. Therefore, under the Agency of Presidential Schools, a Center for Preparation for the Olympiads, equipped with special laboratories, will be created. This center will train the national team to participate in international Olympiads. Qualified scientists and foreign experts in each subject will be involved.

Subjects of the first and second years of higher education will be integrated with technical schools. Young people who graduate from technical schools with good grades will be issued a diploma corresponding to the international classification. They will be allowed to continue their studies at the university from the second or third year on a contract basis. Young people with proper professional qualifications and two years of work experience will be accepted into universities on a contract basis on the recommendation of enterprises.

Now, a single online platform will be created for laboratories belonging to universities, ministries, and enterprises. Such scientific centers will be created at the Tashkent Technical University, Samarkand, and Urgench State Universities. Equipment, components, and chemical reagents necessary for the research of young scientists will be exempt from duties.

Currently, more than 50,000 young people are self-employed in information technology. There will be great opportunities for young people who add value and export services.

In particular, starting on August 1, such self-employed IT specialists will become residents of the IT Park. They will be exempt from all taxes for three years, and the IT Park will provide them with a “social card” for access to medical, sports, and office services.

Particular attention will be paid to training young people in professions that generate high incomes and increasing the number of projects with high added value. The Youth Entrepreneurship Fund under the Ministry of Investment, Industry and Trade will be transferred to the Agency for Youth Affairs system. The fund will support all project stages from idea to finished business. Training centers for professions of the “fourth industrial revolution” will be created in 14 districts.

The fund will construct buildings in youth industrial zones in the regions and provide them to young people to implement high-value-added projects on the terms of an “industrial mortgage” for seven years. No payments will be charged in the first year.

In each region, a Creative Industry Park will be created in one of the “Barkamol Avlod” centers. The parks will be provided with the benefits offered to residents of the IT Park. These places will become platforms for communication between young entrepreneurs, science, and business. The fund will provide three-year loans of up to 100 million UZS for young people’s startups.

Fifty thousand mobile trading points will be organized on main roads and rented to young people. Young people will be exempt from rent and taxes for the first six months.

As is known, at the beginning of the year, 4 million young people in difficult conditions were assigned to hokims, ministers, and heads of government organizations. As a result of targeted work, the problems of 420 thousand young people who faced difficulties in life were solved, and 65 thousand young people were employed. One million young people in need of special attention have started playing sports.

Thus, it was emphasized that it is necessary to guide difficult teenagers, young people on the verge of divorce and prone to crime, on the right path.

Schools, colleges, and universities’ gyms, stadiums, swimming pools, and libraries will be open to the youth of the mahalla. Sports competitions, creative competitions, and film days will also be held during summer.

Job fairs will be organized, and measures will be taken to employ 350 thousand young people. It is also possible to employ 100 thousand young people on construction sites.

Supporting girls and improving their conditions will remain a focus. For women under challenging conditions, one-room social houses will be built in all regions. They can live in these houses for free for three years until they get a job and get back on their feet.

Girls who cannot go to work for health reasons will be provided with home-based or remote work. In addition, students with children under three years of age will be allowed to receive distance education.

The meeting continued as an open dialogue. Young people from different regions of the country and those studying abroad expressed their opinions and suggestions.

Responsible persons were instructed to summarize and include the initiatives in the draft decree.

“We will continue to use all our strengths and opportunities to ensure young people find a worthy place in life. You are the hope and support of our country, the creators of our future”, the President concluded.
