Uzbekistan Establishes Unique System for State-Public Dialogue

Over 9.3 Million Public Inquiries Processed, Demonstrating Effective State-Citizen Interaction

In a move spearheaded by President Shavkat Mirziyoyev, Uzbekistan has prioritized a groundbreaking principle in its state policy: “The state organs should serve the people, not the other way around.” This initiative has led to the creation of the Presidential Virtual Reception and the People’s Receptions, forming an efficient system for direct communication between government entities and citizens.

A Robust Dialogue Mechanism

This system includes regular open dialogues and mobile receptions by leaders at all levels, ensuring a continuous and active dialogue between the state and society. The result has been significant progress in addressing long-standing issues such as cash shortages for salaries and pensions, cumbersome residency and citizenship procedures, currency conversion difficulties, and more.

Presidential Virtual Reception: A Success Story

The Presidential Virtual Reception, designed to uphold citizens’ constitutional rights, has emerged as an effective tool for resolving public grievances. As of May 15, 2024, the Virtual Reception had received 9,416,267 inquiries, with 9,328,386 reviewed and addressed. These figures highlight the growing trust in governmental authority and the effectiveness of ongoing democratic reforms in Uzbekistan.

Citizens can submit applications, suggestions, and complaints through a special form on the Virtual Reception’s website (pm.gov.uz), by calling designated numbers, or by visiting one of the 220 operational People’s Receptions in Tashkent, the Republic of Karakalpakstan, and other regions. For instance, a complaint from the “Diydor” mahalla in the Tashkent district about poor road conditions was addressed within a few months, demonstrating the system’s responsiveness.

People’s Receptions: Bridging the Gap

In 2023, the People’s Reception in Karakulbazar district handled 865 inquiries from individuals and legal entities, resolving 47% positively. This hands-on approach reflects the commitment to solving citizens’ problems efficiently. For example, the People’s Reception in Karakulbazar helped a family with a disabled child get their roof repaired, showing tangible support for those in need.

Mobile Receptions: A Crucial Component

Mobile receptions involving officials from various ministries, local administrations, and law enforcement have played a crucial role in addressing local issues. In Samarkand, a recent mobile reception reviewed over 7,000 inquiries, resolving 1,400 positively. Efforts included repairing roads, installing new transformers, and providing essential services like gas and electricity.

Comprehensive Community Support

Under the “Well-Equipped Home – Well-Equipped Street – Well-Equipped Mahalla” program, significant work has been undertaken in various districts to improve infrastructure and living conditions. This includes installing gas pipelines, repairing roads, and providing medical services. Additionally, efforts to create jobs and support entrepreneurship have led to the employment of approximately 1,300 people, with many receiving professional training or business loans.

Empowering Communities

Mobile receptions in regions like Jizzakh have brought top officials face-to-face with local residents, providing legal clarifications and resolving many issues positively. This unique system of state-public dialogue has proven effective in ensuring public satisfaction with the ongoing reforms aimed at enhancing well-being and quality of life in Uzbekistan.

Uzbekistan’s approach to fostering a direct and responsive communication channel between the government and its citizens is setting a precedent for effective governance and community engagement, ensuring that reforms resonate with the needs and aspirations of the people.
