SECURING FOOD SAFETY
Food security is a compulsory condition for securing the health of the population, which, in its turn, serves the basis for the country’s economic growth and sustainable development. Particular importance and urgency in this respect acquires the recently adopted Resolution of the President “On measures on the improvement of the procurement system and utilization of fruit and vegetable output, potato and melon crops.
It forms a unified system of production and procurement of fresh vegetables and fruit for ensuring the stable provision of processing enterprises with raw materials, for sustainable saturation of internal consumer market throughout the year, as well as increasing the volumes and expansion the export delivery nomenclature of competitive fruit and vegetable output, which is in demand at external markets.
Such a solution of priority tasks will ensure the population with diverse and accessible food products. And this, in its turn, will stimulate a higher degree of efficiency in their production and maintenance of acceptable level of prices on products manufactured in our country.
The measures outlined in the document will ensure their availability and safety. The volumes of production with consideration of exports may serve as an indicator of the country’s food safety.
It has to be noted that the growth in the volume of food production at the global scale cannot catch up with an increase in the number of population and its demand in food products. This gap has been deteriorating in those countries and regions, where there are no relevant conditions for accelerated production of food products.
The growth of agricultural production in Uzbekistan has significantly exceeded the rates of population growth in recent years. This promoted an increase in the share of agricultural production per capita of population.
There are more than 15 varieties of vegetables cultivated throughout the republic. Tomatoes share equal to 54% of their overall production volume, that of onions – 22%, cucumbers – 12%, while the remaining share falls on other vegetables. We also produce potatoes and a great variety of fruit and melon crops. And the Resolution opens up an opportunity to significantly increase the food export volumes since manufacturers have an interest in that. The provisions on the government order for procurement of fresh fruit and vegetable output, potatoes and grapes indicate the procedure of exporting fresh and processed fruit and vegetable output and envisage the standards ensuring the inflow of foreign currency earnings.
Farms and private households sell their fresh fruit and vegetable output at agreed market prices. This helps establish direct relations between producers and consumers. The export operations are effected by a specialized external trade company “Uzagroexport” on the basis on direct contracts with foreign partners, as well as based on agreements concluded with farms and private households, agricultural firms and processing enterprises.
The implementation of this Resolution will enable to significantly consolidate the country’s export potential, will contribute to the development of import-substitution production facilities, help attract foreign innovative technologies and will accelerate noticeably the external economic activity.
