ON THE CELEBRATION OF 15TH ANNIVERSARY OF UZBEKISTAN\'S CONSTITUTION DAY
On December 8, 2007 Uzbekistan will celebrate 15th Anniversary of its Constitution Day. The Constitution has laid legal basis for formation of modern political and economic system, legal democratic and social state in Uzbekistan. It guarantees wide spectrum of human rights and freedoms.
Uzbekistan?s Constitution fully reflects state sovereignty, issues of state governing, interests of people, their rights, obligations and freedoms. According to it, people are the single source of state authority in our republic and state expresses people?s will and ensures its interests. State bodies and officials are responsible before society and citizens.
As it was noted by President of the Republic of Uzbekistan Islam Karimov, ?Uzbekistan?s Constitution is of a completely new document on its own philosophy and ideals. Of all the universal values we have highlighted the greatest one ? human, and based upon this we have tried to find a rational and legal resolution for mutual relationships between citizen, society and the state?.
The proof of the aforementioned is the Article 13 of the Constitution that stipulates: ?The democracy in Uzbekistan is based upon common principles for all mankind according to which the human, his/her life, freedom, honor, dignity and other integral rights are of the highest values?.
Ensuring the abidance by human rights and freedoms in Uzbekistan has its own clear mechanism of legal guaranteeing that relies upon rich experience of developed democratic states and historical as well as spiritual values of our peaceful nation.
Uzbekistan is building a democratic and legal state that is based on a stable, socially-oriented market economy. In this regard, the Constitution of the Republic of Uzbekistan has laid the significant legal basis for the resolution of this historically important task. Its adoption made movement towards reforms and new life irreversible.
