Mahalla of 21st century: achievements and prospective goals
The Mahalla in Uzbekistan since ancient times has been a hotbed of peace and tranquility, humanity and kindness, a center of education.

And in the years of independence this unique system of self-government received additional promotion to its status. Indeed, the very essence of this institution is to preserve national values, traditions and customs of the people.

Customs and traditions associated with the life of the Mahalla are reviving. This institution is the liaison between the state and society and is of great importance in preserving the peace and tranquility in the country, introducing the public to kernel of the reforms, reinforcing the atmosphere of kindness and mercy.

During the years of independence Uzbekistan has carried out major reforms aimed at building a democratic state of law, modernization and renewal of all spheres of social life. The most important feature of the reforms is that they are held in the name of human interests, aimed at creating decent living conditions for people and realizing their potential, reviving and developing thousand-years-old traditions, strengthening the sense of national identity.

The changes that have taken place in recent years improved confidence of citizens in the future, their understanding of the high significance of processes taking place in society. The successes achieved by the country in his chosen path of development, are a direct result of the implementation of the Uzbek Model of reforms.

The principle ‘From a Strong State to a Strong Civil Society’ put forward by the president is implemented in practice. Gradual transfer of government functions to public organizations, including this unique body of self-government as the Mahalla has become one of the most important tasks in the process of democratization of the government.

The social institution of the Mahalla, whose legal basis is laid in the Constitution of the Republic of Uzbekistan, has acquired a new, more profound meaning and significance in the years of independence.

In accordance with a Presidential Decree dated 12 September 1992, the Mahalla Republican Welfare Fund was founded, which is just another clear manifestation of care for the further development of the institution of mahalla. The Decree emphasized the importance of this Fund as a guarantee of preservation of the national cultural heritage, the best traditions and customs of our people, the main directions of its activity. Mahallas were tasked to enhance cultural and educational work, to strengthen their role in social and economic spheres.

An appropriate legal framework regulating the activities of the fund and self-governing bodies were created, which constitute more than 50 laws and regulations. Among them - the Laws of the Republic of Uzbekistan On Citizens\' Self-Governance Bodies, On Election of Chairmen of Citizens’ (elders) and his advisers, a series of Presidential Decrees of the country, including On Support of Citizens\' Self-Governance”, resolutions of the Cabinet of Ministers and other regulatory documents.

A new stage in the development of all spheres of life, including the activities of self-government, opened by the Concept of Deepening Democratic Reforms and Formation of Civil Society in the country developed by President Islam Karimov. It noted that of particular relevance is further improvement of the institutional foundations of the functioning of the institute self-government - Mahalla, the expansion of its functions and ensuring close cooperation with state authorities and administration.

In the implementation of the Concept of Further Deepening of Democratic Reforms and Formation of Civil Society at the present time Draft Laws On Making Amendments and Addenda to the Law of the Republic of Uzbekistan “On Citizens\' Self-Governing Bodies and the Law of the Republic of Uzbekistan On Elections of Chairmen (elder) of citizens\' gatherings and his advisers” are prepared in the country. They provide a comprehensive set of measures aimed at further development of the institutional framework of the activities of self-government, expansion of their functions in the system of public control over activities of state authorities, transformations in the center of mahalla targeted social support of population, development of entrepreneurship and family business, as well as further improvement of the election of the chairmen of citizens\' assemblies, increasing the role and place of mahalla in providing social activities of citizens.

The Charity Fund of Uzbekistan Mahalla contributes in the effective implementation of reforms to the formation of civil society. As part of the statutory tasks, the Fund and its territorial units actively promote the citizens\' gatherings in development of their activities, in exercise of the powers provided by law, as well as general education for the promotion of national and spiritual values, stability and an atmosphere of spirituality in society. Nationwide hashar has begun to be more active for landscaping territories of mahallas, as well as construction, arrangement of citizens\' gatherings and providing all necessary.

In the process of further deepening of democratic reforms and development of civil society in the country, of greatest relevance are issues to improve the institutional framework of self-government institution - mahalla, the expansion of its powers to ensure their close interaction with government authorities, to strengthen the socio-economic, legal, cultural and spiritual knowledge workers in this sector.

The role and place of Mahalla in addressing such urgent problems as the explanation of the population actually implemented reforms in the country, ensuring the stability of the social and spiritual climate in a territory of a gathering, targeted social protection of low-income families, the protection of public order, prevention of crime, working with women and youth.

In this regard, the Fund Mahalla and its regional offices are actively participating in training workshops to enhance knowledge and skills of chairpersons (elders) and active citizens\' gatherings, they contribute to the formation of modern management skills.

In particular, May 1-4, 2012 the authorities and public organizations in all regions and cities across the country jointly conducted training seminars for chairpersons (elders) of citizens\' gatherings, executive secretaries, advisers on matters of religious enlightenment and spiritual and moral education, as well as leaders of the social structure Mahalla Posboni.

The work of the National Fund is aimed at promoting self-government bodies to improve their work. In this regard, since the beginning of the year together with the related ministries and other public organizations a Program of Measures to Further Improve the Activity of Self-Government in 2012” was developed as well as a number of draft laws and regulations governing the work of citizens\' gatherings, in particular, the draft provisions On the social formation Mahalla Posboni, “On the activity of a citizens\' adviser on religious enlightenment and spiritual and moral education, model provisions On the Audit Commission at the gathering of citizens\' committees of the main activities of citizens\' (“On Conciliation Commission, On Commission on minors, youth, sport and recreation, On implementation of the Commission on social control and consumer protection, On the committee for work with women”, On the committee on development of entrepreneurship and family business, On the committee on education and spirituality, On the Commission on Ecology and Nature Protection, improvement and gardening), and etc.

The mahallas of the country are regularly held meetings, conversations with experts dedicated to educating young people, explaining the nature and importance of ongoing reforms in the country, guarding it from the damaging effects of harmful currents.

Today, there are 9,940 self-governing bodies of citizens. They perform over thirty tasks of socio-economic character, which earlier were in functions of local authorities. And the Fund has them in this hands-on assistance.

In the Year of the Family the role of mahalla in society has become more significant. The Decree of President Islam Karimov On the national program Year of the Family marked on further enhancing the role of mahalla in society, enhancing the value Mahalla citizens and local authorities in implementing the goals and objectives of the Year.

Defining the role of the Mahalla in society, President Islam Karimov noted that the unique social structure is now fully meets the high definition, Mahalla - the conscience of the people”. There is nothing comparable to the role and importance of mahalla in supporting and formatting of a young family, giving it necessary support and assistance. In Uzbekistan, the family is the basic element of society.

Ensuring peace and tranquility in their homes, education of youth in the spirit of patriotism are the bedrock of the Year of the Family. It is known that the formation of lifestyle and financial situation of families depend largely on mahallas. For these purposes, the Fund Mahalla and relative ministries and departments have developed a set of measures to strengthen the mechanism of interaction family-mahalla-educational institution aimed at increasing the impact of the public in the task of bringing up harmonically developed generation.

From the beginning, the Fund allocated one billion soums (official exchange rate 1 USD= 1868,65 UZS) to support low-income families to purchase seeds for home gardens. As part of the program seven people from each of the rural area got for farms milking cows, dozens of laying hens. Also, most financial assistance is provided by the people hashar held annually on a voluntary basis transmitting a one-day salary of participating to the Mahalla Fund. This year, 50% of these funds will be spent on the needs of young and low-income families.

Year after year, the practice of social protection through the mahalla is improved. This assistance has been targeted low-income families, lone elderly, disabled, orphans is real support. Repaired homes of citizens in need of assistance, organized summer camps for children from poor families shall be assisted in carrying out weddings.

A contribution of mahalla to peace and tranquility in the country, ethnic and civil harmony and unity of the people of Uzbekistan is enormous. Love to the motherland, commitment to preservation and study of its rich history and culture, mutual understanding, good neighborliness, compassion, respect for elders - these and many other noble human qualities are brought up today, it is in mahalla.

Performing the full range of challenges facing the mahalla has become possible largely due to the implementation of the principle of social partnership. The Fund worked closely with civil society and government institutions, joint programs and projects. Among regular partners - the Women\'s Committee of Uzbekistan, Kamolot, Ministries of the Interior, Public Education, Higher and Secondary Special Education, Labor and Social Security.

Chairmen of mahalla and village gatherings of citizens, members of the councils and activists are making significant contribution to improving the cultural life of the population; tend to justify the trust placed in them. In cooperation with relevant departments and social organizations, they hold different cultural and educational activities to promote the wider population of medical, legal and environmental expertise. In order to promote the general activities of citizens\' gatherings are regularly organized competitions the most exemplary body of self-government, model of citizens\' adviser on religious enlightenment and spiritual and moral education, exploring the history of mahalla, most exemplary family and etc.

Much attention of the country’s mahallas is paid to attract children and young people to sports. Built and equipped with hundreds of new playgrounds, refurbished current, gatherings of citizens assist in the acquisition of sports equipment, sports tournaments are held in various sports.

This year, a special attention is paid to the work being done to transform the center of mahalla entrepreneurship and family business.

The attention to the further development of work in this direction, the effective use of part-time farms is enhanced. Citizens\' gatherings in conjunction with relevant organizations to the population supplied the seeds of vegetables and melons. At the same time, advocacy work on the effective use of part-time farms, benefits provided by the government is carried out in the population. One of the important areas of family business and entrepreneurship is the sphere of trade and services.
